Adding the mandatory reduction of groundwater pumpage by 1.7 billion m3 per year for coastal land subsidence control, we need to develop 3.7 billion m3 of new water supplies by 2020. These new water supplies must come from both conventional and unconventional technologies and innovations and they must be instituted within the legal framework and existing sustainable development and utilization guidelines. Creativity and cross-disciplinary technological integration become vitally important. We plan to build upon our resources and needs and start with seawater desalination, deep ocean water utilization, water reuse, small-scale hydroelectric power production, and maintenance and refurbishment of existing facilities.
