Taiwan's annual water demand is estimated to grow another 2.0 billion cubic meter (m3) by 2020. Adding the mandatory reduction of groundwater pumpage by 1.7 billion m3 per year for coastal land subsidence control, we need to develop 3.7 billion m3 of new water supplies by 2020. These new water supplies must come from both conventional and unconventional technologies and innovations and they must be instituted within the legal framework and existing sustainable development and utilization guidelines. Creativity and cross-disciplinary technological integration become vitally important.

We plan to build upon our resources and needs and start with seawater desalination, deep ocean water utilization, water reuse, small-scale hydroelectric power production, and maintenance and refurbishment of existing facilities. After achieving steady growth, our water industry will become a 3 billion US Dollar per year business.

In the past, water resource only played as the auxiliary role in industrial, agriculture, fishery and service industry and couldn't be sold under the category of "merchandise", thus, it couldn't establish its specific industry. Today, due to the continuing increasing water demand in public, industrial and environment protection, moreover, under the circumstances of harder water sources reclamation and malfunction of reservoirs; therefore, searching for substitute water sources, recycling wastewater, supporting water source and producing industry, promoting knowledge based water industry, water resources technology research & development and promoting private entrepreneurs to participate in the water infrastructure construction are needed to be put in practice in the shortest time. this act will not only promote the diversification of water supply sources, several neo-water industry developments will also deprive from it. From now on, unreasonable water source allocation is no longer a burden, This change will motivate its related industries' development, increase the work opportunities and decrease part of unemployment rate. It is so called the beginning of "Water Industry Epoch."
